[GEM] Garrisoned units' XP display

There's a policy under Tradition that gives garrisoned units +0.2 XP per turn. However these units' XP count on the tooltips won't update until said units are given a new order. The units' XP bars do update, though!

Thanks for bringing this up. I suspect I cannot fix this, but I will investigate to see if it's possible to change. I think Firaxis might prevent units from sending updates to the tooltip about their experience while garrisoned, since in the vanilla game, their experience does not change.
