Georgian civilization is pretty old ( https://en.wikipedia.org/wiki/Georgia_(country) ).
As Wikipedia says: "The proto-Georgian tribes first appear in written history in the 12th century BC" (c)
and
"The earliest evidence of wine to date has been found in Georgia, where 8000-year old wine jars were uncovered. Archaeological finds and references in ancient sources also reveal elements of early political and state formations characterized by advanced metallurgy and goldsmith techniques that date back to the 7th century BC and beyond. In fact, early metallurgy started in Georgia during the 6th millennium BC, associated with the Shulaveri-Shomu culture"

Capital: Tbilisi

Georgian ability - Iberian tribes: Get a standard/minor adjacency bonus from woods. Something extra from deer camps or wine?

Unique District: Sulfur Baths, Aqueduct replacement. Adjacency bonus from woods(culture)/lakes(amenities), maybe wine could give something as well? I think the Sulfur Baths is a must for Georgia.

Unique Unit: Meomari? (We can think more about it)

Unique improvement: Wine mill, gold/production from Lumber mills?

Leaders: David the Builder (Defensive, double defense bonus from woods/hills, trenches)?

A Georgia lead by someone else than Tamar? No way! But I agree that Georgia would be a nice addition. Maybe its neighbor Armenia even more so though.

About "even more" I am not sure :) Also, Yerevan is in the game as a city state, but Tbilisi is not.

About Tamar yes, I think she was a great king, but David the Builder is the best king in the Georgian history
