I have taken the GigaUSA map and added cities, international airports, and Fedeal highways to make an entirely ahistorical Civil War 2000.
I placed the maximum amout of cities allowed by the games in descending order according to the population (as of 1997) of their Metropolitan Statistcal Areas, which counts suburbs into the city's population. The Scenario is incomplete in many respects; for example, New York City requires a population of 62 to reflect the 20million inhabitants, but I have not added a special terrain for major cities to support this kind of population. I envision an "urban" or "suburban" terrain that produces large amonts of food and trade.
I also added roads that reflect the federal highway system, but the road movement numbr probably needs modification. I did not add railway because I feel that unlimited free movement is a strange game concept that does not reflect the realities of 1) geography or 2) rail transit.
Finally I added "airbases" to cities with major international airports.
As I mentioned above their is no effort at historicity, even in a "what if" sense. The former Confederacy plus border states and OK, NM, and AZ are the Confederacy in this scenario. I felt it necessary to create some balance. New York and LA, when given appropriate urban terrain, will be able to out-produce entire states in the Confederacy.
I have not assigned technology or attempted a tech tree.
If people are interested in this game, I invite you to develop parameters and details for the game. For example, no wonders or improvements have been assigned.
Giving both civs all tech and just playing, it is fairly entertianing to play as the Union. There is a large area to occupy, and at higher levels the computer can threaten some of the Midwest.
