In Civ terms, it's OK that land movement gets quicker than sea movement with railroad.

Zeeter is right about ship movement being curtailed to try to simulate the slow rate we explored the world - remember how small the ships were, and generally primitive the navigational skills.

Except someone is going to mention the Phoenicians discovering America etc etc!

FYI I seem always to get the circumnavigation bonus just by trading maps!

I did, and I take it back. It should be: Never in the pre-20th century history of humanity..! :p

And to re-iterate: a 4 movemet, coastal galley is not going to make the player discover the world too quickly. I know, because I've played with this modification for six weeks now.

The problem is rather with the absurdity of the exploration system itself, I'd say. (Come one, how is a ancient galley 1000 miles from home still capable of providing accurate, up-to-date information and maps, without me even having discovered writing!) Anyway, I did what Rhye did in his Civ3 mod and made all naval units 10x as fast on ocean squares. Works pretty well so far...
