gold/influence with city-states problem

Hi, I am playing both DLC's, and having issues with gold/influence ratio after aplying social policies. I have both philanthropy (25% boost to influence) and charitable missions (reformation belief - 30% boost) active, but seem to be getting 20 influence for 250 gold as always (currently in industrial era). What can possibly be wrong?
 
The influence you gain from gold gifts goes down over time throughout the game when gold becomes more common. I don't know how the specific numbers, but I think that sounds about right for a 250 gold gift with these beliefs in the industrial era. I could be wrong though.
 
I'm guessing you used this as an example, but if you didn't

giving 250 gold to a city state is almost always a waste anyway. 500 gold and 1000 gold can be quite useful, especially with these benefits (basically, if 500 and 1000 gold provide the same amount of influence per gold, go with 500 or whatever it takes to ally. Otherwise go with 1000). You can really start to stack up the influence, and I'm in the small camp that rates this as one of the better reformation beliefs. It's pretty awesome how much influence you can get from 1000 gold on top of a 30 influence resting point.
