Anyone may purchase the Commonwealth's research on modernized infantry tactics or the new R1 semi-automatic precision rifle (much like the M-60) and the Commonwealth 'Avenger' heavy pistol/hand cannon (the Israeli Desert Eagle).
Perhaps the world at large would want to equip their armies with superior weapons? Spain could certainly use the Avenger to match their Q-6 rifle. These weapons will be provided cheap to the Islamic Army!
Mayhaps even the EU with their large army could use some liscensed designs to produce weapons by their own initiative instead of relying on foreign supplies.

The Commonwealth has tried many times in the past to reimburse and compensate Russia for her efforts. The CER will be subject to the same price reduction offered to the Islamic Army should they choose to purchase any weapons, liscenses or military tactical research.
Nigeria, APETO and Argentina are offered the same price reductions.

Blast away your enemies with the Avenger! Outmaneuver and destroy them with your superior infantry and take them out from a comfortable range with the surgically accurate R-1!

The military department of the CU promises that our new infantry armaments are unmatched in the world and at sale for a good price.

I think these are very generous and reasonable terms. I urge you to accept.

Israel? Since when have I been at war with them. They're not Muslim. Only at war with the Muslim dogs and their evil supporters.

The Intrigue Continues...​

Now, we already talked about Smirnov, Andropov, Gromyko and Balkhovsky, now let us talk about the other few people who, on this warm day of August 6th would play a role in the events to come.

Leonid Ilyich Brezhnev

Brezhnev is the other top leader of the CPSU, which is now CPRE. The power struggle with Andropov was lost, and he now retreated to more domestic policies. Still a very prominent politician and for the most part seen as a more liberal and a more pleasant conterpart to the hard-lined and agressive Andropoov. Currently serves as the Chairman of the Supreme Soviet. On August 6th he was working in his cabinet in the Kremlin just minutes from where the forementioned scene was about to take place.

Georgy Maximilianovich Malenkov

Malenkov was one of the trusted people of Stalin, and briefly the leader of the USSR after Stalin's death. He hated Khruschev's attacks on Stalin and the "de-stalinization" and was now aligned with Andropov in the hard-line wing of the ComParty. He was getting old but still carried much weight with the agrarian communists and was a symbol of the glorious days of Stalin. Interestingly enough he had just finished a conversation with Andropov and was also heading towards the Kremlin with an intention unknown to anyone else.

Konstantin Ustinovich Chernenko

Chernenko is the youngest member of Politbureau. He was a general during WWII and quickly rose through the ranks under Stalin. A very hard-lined patriot who is rather popular in the armed forces. Most soldiers see him as their representative in the government. Backs Andropov and on August 6th he was about to meet with representatives from APECO.

Alexei Nikolayevich Kosygin

Alexei Nikolayevich rose to glory under Khruschev. He is a brilliant administrator and economist. A communist only because there is no other way to get anywhere in the former USSR. Spent most of his life dedicated to improvement of the Soviet economy, favors small industry and some private property reforms. Has been the Soviet minister of economy for a number of years, and is now a good friend of Smirnov and Brezhnev. Seen as the solid candidate for the post of minister of economy. On August 6th he was in the Kremlin waiting for an interview with Smirnov.

Nikolay Alexandrovich Bulganin

Bulganin was an old Russian military general and politician. He served in the First and Second World Wars as well as the Civil War. A proud Communist but a Monarchist at heart who fought for the Czar in the Civil War. Mostly forgotten and inactive, but well respected amongst the older generation. August 6th he was in his home in St. Petersburg.

Marshall Georgy Zhukov

Marshall of the Soviet Union, after the Coronation of the Czar he felt threatened, and was afraid to lose his position. Months flew by without confirmation or dismissal, and eventually Zhukov grew tired of it and on August 6th he went to the Kremlin to demand some desision from Smirnov.

Admiral Nikolay Kuznetsov

The Admiral of the Soviet North Fleet. Good friend of Gromyko and so became even stronger with the Coronation of the Czar. A very liberal commander and a brilliant engineer. On August 6th he was preparing to take his fleet out for military maneuvers near Finnland.

Vecheslav Sergeyevich Sedov

Another Oligarch, or Aristocrat that Smirnov has created during the last few months. Sedov controled all of the electricity production in Russia and was arguably one of the most powerful men. He was just outside Kremlin meeting with a buisness partner on the morning of August 6th, 1966.

Medium Sized Cruiser that is used in many operations as a complement to Kirovs. By itself a rather weak ship and is not capable of too much action seperate from a group.

The pride of the Russian Nacy. These nuclear missile cruisers are some of the largest ships built, and are amongst the most powerful. They carry a compliment of missiles inculding anti-air and anti-ship missiles as well as cruise missiles for ground assault. Their advanced anti-air defense makes them a very good anti-aircraft ship.

Russian attampt at an aircraft carrier. A small, but functional carrier, although only able to carry Migs and Yaks. Only has 8 planes and 6 hellicopters on board and is more of an anti-submarine cruiser than a carrier.

Russian disel-electric attack submarine. A small and rather effective sub that is capable of prolonged dives and carries anti-ship torpedoes. Mostly used in groups to protect other ships.

Russian disel-electric cruise missile submarine. These subs are used for short-range operations and carry 8 cruise missiles on board. Capable of dives for up to 6 hours, however not capable of firing missiles from underwater. Mostly replaced by nuclear counterparts.

Russian nuclear attack submarine. Having the nuclear reactor it is capable of submerged travel for days and carries anti-ship torpedoes. Small in size and relativley fast it is used mostly for convoy and support roles.

Russian nuclear cruise missile submarine. Skat class carries up to 12 cruise missiles and is capable of firing them submerged. Its nuclear reactor allows it to function underwater for great lengths of time. Only a few are comissioned because the role of the cruise missile submarine is well filled by the cheaper dissel P-651s

The Pride of the Russian submarine fleet, the Russian Nuclear Ballistic Missile Submarine. These subs can carry up to 12 ballistic missiles of all ranges, are able to serve underwater for months, and are capable to launch missiles from depths up to 1 km. Russia's most common platform for ballistic missiles.

An intreasting proposition but one that we would have to decline nontheless on the basis that we are winning the war.
 
Communist Coalition

I. The organization is created with the following purposes:
a. to help Communist nations overcome the effects of the nuclear exchange
b. to revive the economies of the communist nations of the world
c. to increase trade and production of the communist nations of the world
d. to increase the technological level of the communist nations of the world
e. to strengthen the communist nations of the world
f. to spread the communist revolution through the world

II. The organization will have the following structure:
a. all members can submit a motion or a resolution
b. all members have 1 vote on all motions and resolutions
c. all resolutions are passed by 50%+1 majority
d. all economic, tehcnological, and humanitarian resolutions of the organization are binding
e. all military resolutions of the organization are non-binding, but are outlines for joint military actions
f. secretary general of the Coalition is elected by the majority and serves until he is asked to step down by the majority
g. secretary general is responsible for all procedural motions of the Coalition and for carrying out the resolutions of the Coalition
h. in cases of crisis the secretary general can announce a state of emergency and be given special powers for a limited time (described later)

III. Member nations forefeit the following rights, have the following responsibilites and reseive the following benefits:
a. all member nations forefeit the making of foreign policy to the Coalition
b. all member nations forefeit trade rights and policies to the Coalition
c. all member nations forefeit technological research and programs to the Coalition
d. all member nations have the responsibility to contribute 1/3 of their budget to the Coalition activities
e. all member nations have the responsibility to comply with the desisions of the General Secretary in times of emergency. In times of emergency the secretary general has the following powers:
1. secretary general can issue orders to joint Coalition military units
2. secretary general can use Coalition money and industry as needed
3. secretary general can have full control over Coalition foreign policy
4. secretary general can take any action necessary to preserve the Coalition
5. all actions of the secretary general can be judged accordingly by the Coalition members after the crisis is over
f. all member nations enjoy joint Coalition projects
g. all member nations enjoy international trade and no customs on trade within the Coalition
h. all member nations enjoy joint Coalition research
i. all member nations enjoy Coalition protection
j. all member nations enjoy the benefit of joint clean-up efforts
k. all member nations enjoy common energy and goods market

IV. New member to the Coalition are accepted as follows:
a. a current member has to nominate another nation
b. the secretary general has to aprove the nomination
c. the Coalition members have to vote by 50%+1 to accept the nomination
d. the new nation has to sign the charter
e. after a nation is accepted it enjoys all benefits of the Coalition

V. The Charter can be changed as follows:
a. by an order of the secretary general and support of 50%+1 of the members
b. by a vote of 75% of the member nations and support of the secretary general
