It has come to the attention of Russia that Brazil has been activley funding a militant hard line anti-Communist organization which is responsible for multiple attacks and destabilization of Urugay and Paraguay. As per Russian agreement with Brazil, Brazil has agreed not to interfere in these two countries. The Russian government sees this as a direct attack against Russian interests and a direct violation of the agreement Russia had with Brazil.
Therefore, due to these actions of the Brazilian government the Russian government has chosen to break all diplomatic relations with the state of Brazil. Russian diplomats will be returning to Russia and all Brazilian diplomats in Russia are as of now personas non gratas.
Furthermore, as a result of these actions, the Russian government has chosen to abandon the plan for the Russian-American peace conference to be held in Brazil, since the Brazilian government has demostrated itself to be a hard-line anti-Russian institution.
Even further, if these actions on the acount of Brazilian government do not cease immediatley Russia will consider them to be a direct attack upon Russian interests in South America and will respond with all means the Russian government deems necessary.
Finally, the Russian Ministry of Foreign Affairs warns all foreign nationals to, for their own safety, leave the nation of Brazil due to the fact that if Brazilian government continued the actions it has taken Brazil will not be a safe place.

Brazl to CER: (open-channel)
Your hypocrisy astonishes us. You accuse us of meddling in affaires of Urugay and Paraguay when the CER itself sponsored the so-called "Rose Revolutions" in these two countires and Argentina. Our agreement was that
in exchange for what Brazil promised to CER and her allies CER withdraws suppost from south american communist forces in those states and does not spread revolution elsewhere in South America. It was never demanded of Brazil to stop supporting pro-Brazilian movements. To quote our last official communque:
I will stop support for all communist forces, except in currently communist countires
if communists can win on their own, they win
fascists get an advantage, they get help from you
Even from here it was clear to us that you do not object to Brazilian help in the 3 elections. Were we wrong? Or is it just an excuse?
Then if CER has a complaint
why say it now not immediatelly after the elections? After all Brazil is fine with Communist-supported government in Argentia and is trying to build some bridges with it.
If breaking the agreement is just an excuse then please admit it. We do not want a war over a misunderstanding.
We understand that your message is made in a way to give a "final warning" to Brazil. The way CER has behaved recently by massacring millions of civilians around the world made Brazilian government very worried that CER has no scruples about using those same WMDs on SADETO and its allies. From a realist point of view we see that CER will invade SADETO sooner or later, wasn't it your intent from the beginning? SADETO is far more ready for this attack than ever before and in relation to CER forces better than in the near future.
If Brazil is under attack it will use all means necessary to punish the agressor whoever he might be. It will not hesitate to go down to the level of CER if nesessary by using massive stockpiles of WMDs.
Furthermore we are concerned while your revolution is about power to the people, you keep massacring the same very people you want to "liberate".
Finnaly our agreement over South America still stands unless CER openly invades any SADETO member. We realize (knowing your character) that it is near impossible to avoid a war following our statement, but we nevertheless want to leave possibility for it. Brazil is no threat to CER as long as CER is no threat to Brazil.
Brazil now recalls all Brazilian diplomats and urges all SADETO members to do the same. Please give us your responce as soon as possible.
