Something much more then negotiations...? Didn't you say you weren't going to war even if the CU was? The CU never meant to ATTACK - so if you were serious about not attacking I don't see how things could get much worse then they are in the way I think you're implying.

If you sell your oil onto the international market then the CU is sure that you could aquire the funds necessary to join into the Pacific-Indian stock Exchange. That way Australia has to pay less too (if the SAR join into the plan). The Stock exchange will give everyone a +1 eco. bonus for as long as it exists... (!)
The CU is willing to send a team of our most educated engineers and geologists (I think the CU is the only country with 100 Education) to help you exploit your oil recources.
The CU also pleas for a second time that Nigeria deploy AU forces under NIGERIAN command to hold the would-be states of CU or countries of Guinea-Bissau and Gambia until the current CU crisis in South African/-US relations is over. It is vital that the AU forces be under Nigerian command as the CU does not trust some of the dictatorships in the AU completely at the moment (this may however soon change).

Malaysia's compromise proposition has counted in paying money for the licensing rights as I believe you have requested.
By having basic knowledge that you and I know of the RSA's designs, the CU could actually design an uprated tank from scratch BASED on the RSA design and benefit nonetheless. Would it make any difference, then?

Regarding Peace Treaty

With the basic knowledge you got you can copy the shape of my tank, there are thousand of things you cannon reproduce without the Tech, not with basic knowledge and not even with a captured full working Hardware.
Nevertheless that is not the matter, it’s a matter of Morality so stop acting like second hand car salesmen and accept my offer, it’s 3 times lower than my initial one and 3 eco lower than the CU offered (and now rejects).
As a sign of Goodwill the RSA offers you a cease-fire for the duration of 6 months (1 update) and a friendly tip, don’t invest in Nigerian Oil, your investment would “go up in smoke”

The RSA is contemplating whether to start its own stock Exchange or Join an Existing one, after all we are amongst the Major Producers of Gold, Diamonds and many other resources and our businesses would benefit from such move. However in the case of joining an existing Stock Exchange we will probably chose the NASE for Obvious reasons. I will make my decision next semester.
