Such games are usually 'custom' maps.
I played a Size1OCC with a "selected" randomly generated map. You want to start on a large continent close to a Gold mountain that borders the Ocean, ideally with a river tile in the city radius. The idea is to build the city on Gold, with the one citizen working Ocean or Rivered Forest, so there is no free food to grow. Size1 will keep you Pathetic, so you need to find and gift the White civ, but you can establish and milk alliances with all 6 other civs through most of the game. At best you only have 6 shields per turn, so most production is through rush-buying. Getting good trade routes with multipliers is part of keeping the techs from taking too long. You also should play using Classic Civ, rather than MPG - diplomacy and alliances are key to Size1OCC.
