As said before, governers are good for beginners. Once you learn a little more about how cities work, you will manually control some of them, later all.
The big advantage in manual mood control is that you have a 1 turn grace period. The governor would creat a specialist or entertainer whereas under manual control, you get one more tile output.
Depending on the situation, select emphasis for food or production.
Example: settler factories usually rely on the 1 tile extra worked giving 2 shields by the just created citizen before pop drops back in building the settler.
Of course, if you are lazy and just enjoy killing dump AIs, feel free to use the governor.
