Uh it really depends on what condition your in. no government is bad for a civilization without knowing the benefits. you cant just say that one government is better for one civ than the other. it all depends on your conditions. Can you answer a couple of questions:

1) Are you at war right now?
2) How big is your civilization?
3) How powerful is your military?
4) How much gpt do you earn?
5) What size cities do you have?

That's the point, it's not supposed to. Fascism gets the best unit support of any government in the game, so it has to have some sort of downside or it would be to powerful.
