Governments

Can anybody tell me the most favoured governments of the AI civs?

Peace time: Republic. When democracy becomes availible it is favoured.

War time: Monarchy. When communism becomes availible it is favoured by all civs except the germans, who still prefer monarchy.

Any way to change this? It's boring (and not representative of the real world) to have everyone at democracy for centuries, until a war breaks out...

I thought the Civ's had 'preferred governments' in CivEdit and many of them were not Democracy. Because of this I always assumed they would be in that government if they could.

That's what I thought too, but it doesn't seem to do much.
