India: RoP expired but still in force, no reason to cancel; 17 turns on our Ivory and Gems, expires 1385, collect 2g for WM
Ottomans: 13gpt for our saltpeter, expires 1350, our Gems expires 1365. Could use coal and ivory, none to spare atm, collect 13g for WM, his treasury now empty.
Greece: Ivory and 10gpt expires in 1310, Incense for our gems and 5gpt expires in 1325, 12gpt to Greece expires in 1345, 4 gpt from Greece expires in 1365, collect 7g and TM for our WM.
J D'Arc is shipping dyes and 12 gpt till 1345, nothing else pending, Collect her WM, TM and 20g for WM
Zulu: Furs and 39gpt till 1350, collect 18g, his WM and TM for WM
Rome: No active deals and none in the future. He's down to two cities and Electricity, Medicine and Espionage won't help.
Cartographer's Report
Rome is a tiny scorched peninsula in the south corner of the other corner. India hangs like the sword of Damocles above his two towns (pop4 and pop6)
India is a tidy 7 city nation occupying most of the eastern continent.
The western continent is more crowded with four nations occupying a rather complicated layout of bays and peninsulas.
Zululand occupies the thumb and forefinger in the north with 7 cities, a town, and a tundra ville. There is a Zulu town on an island on the SE corner
France wraps around an inland sea southeast of Zululand with 7 small cities, an eighth on the eastern shore separated from the core by Greek towns and a ninth little burg in the far south on the other side of the Ottoman lands.
Greece is a belt across the middle of the landmass from NE to the western shore. It appears that at some point Greeks and Ottomans fought a war with the Greeks taking three towns west of the inland sea from the Turks and the Turks taking the Greek territory south of Mycenae on the eastern side.
Ottomans occupy the southern quarter of the continent, evenly split east and west of the arm of the sea.
Hardly want to discuss America in this review. Abe is in possession of the largest contiguous area, with varied and productive terrain types which have allowed him to build 15 pop12 cities. Oddly enough none of them show up in the Top 5 Cities screen. Judging from the trade screen he apparently has all the resources usable at this stage. His southern cities are vulnerable to attack by artillery from within our borders but we don't have any and don't have the offense to take three size 12 cities with cavalry. Given the added corruption from taking his towns I think the wisest military strategy remains the quiescent one of building defenses in the north. Long term we need to consider a resource denial campaign. Should it turn out that Abe has no rubber, as he well may not given his terrain, then we could consider moving on him in force with cavalry and artillery, though it may well be that the time for war with Abe has passed.
Our long term strategy has been evoloving towards either diplomatic or scientific victory rather than cultural or military, I propose that we build towards the UN with a Spaceship as the fallback.
City Management
Raised lux by 52gpt to get Teoti off starvation diet. Will build cathedral after university finishes and will get the money back in 8 turns
Turned taxmen into farmers at Teno for additonal 5gpt
Set a citizen at Zalco on mined hill, dropped food surplus to 1 but took 4 turns off factory build, growth now in six.
Queue up a bank in Calix to follow factory build.
Stalled growth at Poxyx for one turn to get better timing on granary finish.
We need to migrate citizens from surplus food corrupt northern cities to the southern core as there are a number of high value unworked areas down there.
As a start waste a shield in Tanalco for a settler. When Ravenna finishes its factory in 22 will make a good source for settlers to build the truly productive cities in the south. Also rush a settler in Pisae for 48 gold. Calix and Loco will make good homes for them.
In general, as usual when followwing RikM, any city management steps are marginal at best. No other changes are needed.

Ottomans and India sign MPP.
India would like to renew the RoP. Do so as it's low cost freind insurance.
Pisae and Tanalco build settlers. Pisae starts walls to regain the defense bonus, Tanalco starts library, will cash rush as soon as treasury has 1700g. Swap Chalco from Courthouse to settler and lose six shields which will be regained in less than two turns in one of our less corrupted factory towns.
Our bleeping workers have not finshed the milnet as it takes two turns to position the settlers!!
Looks like J D'Arc and Gandhi are researching SM as their offers are the lightest. Lincoln and Shaka would offer a tech of our choice and all their treasury and at least 34 gpt, a very nice premium. Alex son of Philip Macedon would offer any two tech of our choice or, one tech and 45gpt. Decline to make the trades so as not to jeopardize ToE build at Caliente.
Greece joins India in the Roman dogpile.
Pompeii has fallen to the Americans.
Calix finishes its factory and starts a bank. Citizens shifted to shield tiles. Calix now produces 22 net spt.
India learns SM and starts ToE in Karachi pop 6 on an island shared with America, two mined mountains and a mined hill adding up to 10spt.
T2 1310
Settler added to Loco adds 10gpt to the treasury and 6spt to Locos' productivity.
India sold SM to Abe for at least 170g
Remembering that these guys are tech harlots, offer SM again. Boy is the tech devaluation curve steep. Best offer I can get now for SM is 190G, no technology. If I want a technology it's going to cost 780G and no rebate. Decide to sell it on to Alex for his silks and his treasury. The added luxury puts everybody back to work and lets me cut the entertainment tax to 0. It will be interesting to see where SM ends up in 1315.
India and Rome sign a peace treaty.
America starts ToE in Atlanta (55spt) due in 10

Atlanta is in America's far north Our cav couldn't reach it fast enough to kill the build before Abe steamrolled us in the north.
Greeks start ToE in Mycenae due in 80

Add settler to Calix, treasury revenues go up 5gpt and productivity at Calix rises by 2spt to 24
Add settler to Zalco, treasury revenues remian unchanged but productivity at Zalco rises 2 spt.
Even starving Caliente I can't get the build on ToE under ten so swap Taco to Coal Plant and Caliente to Intelligence.
Crank research to 100% (-165gpt) to get Atomic Theory in 11. That will consume our treasury but cost will drop as universities come on line
Discover that Sanitation is spread throughout the world to all the nations that matter except Shaka and at least he won't get next turn as I trade Shaka Scientific Method for his 192g.
In looking around the map I discover that Teno can pull ToE in 6 so swap US to Caliente and IA back to Taco. Atlanta is afflicted by pollution so we may pull it off yet. However this move could cost us Hoover but with a two tech lead on America and a rushed Coal Plant in Teno still might pull it off.
The French finish off the Romans.

Spent a bunch of gold to learn all this but we will get it back.

Just a lot of fiddling around.
Incense deal expires and Alex does not want to renew. He will give us 11gpt and 65g for Gems but table it until I can consider offers from elsewhere
Of course Teoti riots, should have built that cathedral after all. Cycle the rest of the towns to prevent more and hire a bunch of taxmen

Strip Alexanders treasury for gems (107g and 11gpt). Strip JD'arc's treasury for our last gems (156g and 12gpt). This is a slightly desperate tactic in an attempt to slow the tech pace.
Lux tax goes up to compensate but we get gems back in six turns or so from an expiring deal so I think it's a pain we can bear.
Washington builds Universal Suffrage, and we lose ToE to the Zulu cascade and I sold Shaka the tech for a mess of pottage

America has steel. India has steel and refining. Greece has steel and refining. France has steel and refining. Shaka has steel and refining.
How are these guys doing this?
Start a bunch of coal plants.
T9 1345
We learn Sanitation and build the Intelligence Agency and a Dyes deal expires.
Set lux and science to 0
Spend 355g for French dyes
Spend 540g for Zulu spices
Spend 525g for Greek Incense
Turn on the governors to manage citizen moods to put everybody back to work and to identify hot spots. Turn governor off and run through the cities for opportunities to boost gpt or spt.
Leave lux at zero and crank science to Atomic Theory to 100% Can only do two turns at this pace and it is going to take ten. Turn science down to 70% Atomic theory now due in 13 and treasury in the black +41. The lux deals stripped it down to only 341 but solved our contentment problems for twenty turns and didn't subsidise the AI research budget.
Bump science back up to 80% to get Atomic Theory in 12 at
-23gpt. Will bring us close to busted but I don't see any other way to stay in the race.
T10 1350
Furs deal expires with Shaka expires and with it 39gpt to the treasury
Renewal will cost everything we have and then some. Reset lux to 10% and drop science to 60% AT now in 14 at +6gpt. This will improve as banks and universities come on line.
This was a rather desperate round and involved a lot of nail biting. The opponents keep getting smarter and stronger and I seemed powerless to do anyting about it. We are not behind, just barely keeping up, and I fear we have a big target painted on our chest.
As I consider it I think the root of the problem rest in that little contretemps with Abe when we weren't really ready for it. It put a big kink in the economic and scientific development at a crucial time. Since that time we seem to be in constant catch up mode and missing critical deadlines, never by much.
Not sure what counsel to offer, and if we are giving out "Weediest Move" awards, I think my deal with Shaka qualifies.
My biggest fear is that Abe will get tanks and come rolling south, though since he hasn't yet researched any of the enabling techs he may not have access to oil. Now my map deal with Abe looks really dumb as he can see our oil and we can't, if we have any, so he may come south with cav's. I haven't seen any American infantry so he may be missing rubber as well. The target on our chest just grows bigger as the jungle in our waist and the tundra south could well be the only source on those two resources on the continent.
