GPU worked now it's greyed out?

I had the GPU texture decode running before. The box is checked, but now it is greyed out. I just loaded a game and it played really slow.

I opened my Task Manager and found that Civ V was only using 3% of CPU time... 90+% idle process.

Why is Civ V running so slowly? And if GPU is greyed out but checked, is it working? Why would it allow me to select it two days ago, and now grey it out?

Oh, and as a NEWB to mods... if I load a game that I set up with mods, will it load with the mods? Or do I have to go through the mod menu again? Never mind... got my answer. It is no. So I have to remember what mods I had in a game in order to play it like I was before? Seems like a stupid way to handle the whole mod thing.

What type of graphics card do you have (...and are the drivers up to date)?

And yes, if you load a modded savegame, the mods should also automatically be loaded.
