On certain maps (say you have a land mass to yourself naturally or by conquest), naval combat may predominate.

Why not allow elite naval units to produce great leaders? If the unit then makes it back to a port, that leader can produce a fleet (like an army) with Naval Academy as a small wonder at an appropriate point in time.

Likewise an admiral (naval great leader) could hurry city construction like a land great leader.

Don't know if this is in Conquests, don't have that one yet...hope it makes it in at some point...
 
Good idea. Probably can't be included in Civ3 though, for logistical reasons - like what to do if the GL is on a tile with no free transports, or how to make a GL that is a boat.

Maybe the GL would be a ship. :)
 
Another idea an air force leader after a plane gets a cetain amount of sucessful bombing missions, where then they could combine with other planes to do massive bombing runs that do more damage and are able to be less prone to AA fire.

Or an artillery commander, same concept after a certain amount of successful bomings the ability to launch several more deadly attacks rather than having them attack seperatly.
 
The best idea I've heard is that the GL could be a flag on a ship (admirals usually have a ship flying a flag denoting their presence), and it could give a combat bonus to all ships within x squares, or when that flagship is in port it could instead rush a nautically-related bit of city production.

Well,it could be great a captain of the time,or the one ship which has a very distinguished famous level,something like Tatanic but a battleship.
 
i like IglooDudes idea having flagships but instead of having the ships in X squares be boosted have ships load into the flagships fleet which would be like a land army
