Great Leader messed up?

I assume GL can rush any building/wonder, right? Well, I started Hoover Dam in one of my cities and I moved my GL into that city but the option/button of rushing the production doesn't appear. Why not? I haven't cut down any forest and I don't have any "old shields" from any other city improvement projects since I just started building the wonder. What's the matter, I am missing something fairly obvious here but I just can't see it.

So if someone could explain in what situations GL doesn't work, I'd appreciate it very much.

Oh sorry, now I got it. It seems MGL's can't rush great wonders anymore. What's the point of that? Just great, now my whole strategy goes to the carbage can.

Well sorry for these useless posts, but I couldn't find an answer to this question before making the topic. I had no idea Conquests edited the functions of GL's also.

MGLs can rush small wonders though, like the forbidden palace or Iron Works

MGLs make armies and armies are incredibly powerful in Conquests.

If you want to rush, you have to go SGL.

And the MGL not being able to rush is in the manual, IIRC. You have it for a reason.
