Great Library Bug

Hi everyone,

During my last game as USA i captured Askia's GAO, which had GL in it. Few turns later puppeted GAO started building library and finished it in 10 turns, after that GAO proceeded to build market. Obviously a bugged behavior, thought i should share it.

So what's the bug? Hardly uncommon for a city to build a library; or a market.

When you capture a city, aren't some buildings (chosen at random) destroyed? That could explain why the free Library from the GL was missing.

Yeah, that's happened to me many times where a Free building got destroyed. Le sigh. It's a bummer, but it does make sense.
