I've tried this in vanilla 1.74:

1) Great engineers can hurry foreign wonders. (UN for example!)
2) Great prophets can build shrines in foreign holy cities.
3) Great scientists can build academies in foreign cities.

Only open borders are required, nothing else. Is this a bug or a feature? :) UN building is a neat trick to use.

I was lagging behind in space race. I also noticed that if I build UN myself that my good friend would get the votes. Then the opportunity arrived: my spies discovered that a civ with no friends started building the UN. However, they were building it to slow. I had an engineer for the job and decided to gift it. Then the surprise came, gifting was unnecessary! I hurried the foreign wonder myself and as expected, won the game! I had the largest population and my friends voted for me. That was a sweet win indeed. :cool:

I tried other things later with World Builder to see what other GP can do. UN building is the only misuse I can think of. :mischief: Actually, it is possible to use a GE as an early production spy. When he is in a foreign city, you can see what you can hurry.

I feel that rushing other civs wonders shouldn't be possible, but this was really amusing. :lol:
