Great Pople recruitment bug

In the late game I got a notification to recruit a great merchant with GPP, so I did. And (on the same turn) the game let me recruit 2 more great merchants with GPP. There's nothing going on that should give me that many GPP in a single turn. It was the late game, so clearly they're expensive. I wasn't running commercial hub projects or anything.

I didn't purchase them with faith or money. Just the usual recruitment method.
