Great Scientist

What should we do with our Great Scientist? The options we have at the moment are building an academy, settling him as a super specialist or lightbulbing 1779 beakers towards Education (about 3/4 of the total cost).

If we build an academy, where?

EA comes to mind, as it has most basic commerce.

I don't think we have enough well-developed science cities to make education worthwhile now.
