GreatGeneralRateModifier vs. DomesticGreatGeneralRateModifier

In Policies, what do you suppose is the difference between GreatGeneralRateModifier and DomesticGreatGeneralRateModifier.

It would be really FREAKIN nice if the freakin game designers would publish descriptions of these things. It's a no-brainer. Gimme a break.

Perhaps one modifier is anywhere, and the other modifier is within your own territory??? I don't know.

I am 90% sure its this. Haven't played around with it though...
