The issue with not being able to build in the encampment is a known bug in the base game. If you have more than 1 civ that has a district that changes the encampment in the game (e.g. Mongolia, Poland) then only one of the civs would be able to construct buildings in the encampment This issue has been raised by several modders with Firaxis so hopefully a fix will be introduced next patch.
