Grigori & The Altar of the Luonnotar

There was an debate a couple dozen posts back:
Rename "God King" to "City States", and "City States" (the old one) to "Empire" (or "Imperialism")
But then it doesn't explain the mechanics at all. Why would City States have a huge bonus in just the capital?
Isn't city states when provinces are ruled by individual leaders, who pay tribute to a single 'true' leader? Like Montezuma's aztecs. The extra production and gold from what would be named City States is the extra resources (tribute from minor leaders) sent to the capitol.
Don't know how that explains the less maintenence from distance for Empire though. :D
Oh, and if I've confused what I thought city states was with something else, please completely disregard everything I've just said :goodjob:
 
It would be cool to have a human only "empire" civic which increases settler production 100%, reduces maintanence 20-50%, and decreases military production a fair amount, maybe 20-50%.
 
So... just to get this straight, the UU for Grigori: LUONNOTAR, which can only be upgraded from a Grigori Medic, can not build the ALTAR OF THE LUONNOTAR.

The XML does not show it under the Lunonnotar only under the Great Prophet. So the only way to win via the Altar's is for a crazy Theocracy, Great Prophet strategy with Grigori.

Correct?

I always interpret Grigori Theocracy as Militant Atheism/Mistheism. Grigori Great Prophets are philosophers who preach Cassiel's ideas. Looking at it that way, I see no lore problems with a Theocracy Grigori.

Maybe, since it's not possible in the xml to make a unit require a certain level before he'll have the ability to make stuff, I'll give the Grigori a Great Prophet UU, renamed to better fit their theme and not able to build the religious shrines, but able to build the Altar and a UB named "Grigori University" or such, which allows the priest slots. He'll also be able to be settled as a Great Scientist and will lightbulb science techs.
 
I just wanted to add that using Theocracy isn't necessary, that's just the way I did it. There are a couple of wonders that give Great Prophet :gp: points. If you avoid specialists and any non-GP :gp: sources, and build as many +GP :gp: wonders as you can in one city (not your capital, since the Adventurer :gp: points will pollute the mix there) then you'll eventually get a Great Priest. Once you build the first Altar (in that same city) you'll be able to create a Priest specialist, and when you get to the fourth stage you'll be able to create a second one.
 
Of course, the point of all that is that Altar victory should be slightly easier for Grigori then anything, and certainly not harder.

Since Luonnotar are a Druid UU, they can also be upgraded from Recon units, or from captured priests.
 
ima going to have to try that.
 
Upgrading them from Recon units I guess, possibly from Rangers that have promotions like Subdue Animal,Subdue Beast, Marksman, and Mobility II.
