growth city bug?

pyongyang 95 requier 2200 food to grow
but beijing 105 requier only 2064 food to grow
so bigger city need lees food to grow? doesnt make sence.
and shangai 102 requier 2700 food to grow.
they all have built same buildings, have same education levels, crime, diseases...
than where is problem??? I cant upload save because its too big 34mb and forum can upload only 29mb max.

I know, as you can see every city has 10k education level, so its same for every city
I found out Shanghai didnt build one building which decrase needed food but still cant figure out why Beijing need so low food to grown.
