Python doesn't do Modular. And in XML, anything which isn't a number is unlikely to work properly in Modular format (ie - PromotionPrereq, UnitPrereq, CivilizationPrereq.... Some work, lots don't)

... Unless you change it so that a city with 1000 production can build 40 warriors/turn.

Actually, this would be realistic and totally awesome. Combined with a better unit stacking system, I don't see why this shouldn't be a feature.
