GW Bombers and Interception are bugged!

Pretty simple question: why are my GW Bombers - which are projected to do around 40 damage on an Ottoman Caravel - doing 4 damage? It's not just 1 bomber either...it's all of them. My artillery does as much damage as it should, which means it's not a ranged unit bug or something. As well, I have enough Oil, so it's not a strategic resource problem, either.

Anyone care to help a fellow CivFanatic out? I attached a save file...thanks!!

Oh, and I might add that my Triplanes aren't intercepting enemy GW Bombers either. They fly out of my city when the enemy bombers attack a unit and then promptly circle back into the city without attacking the enemy bombers. The AI also now uses Fighters to intercept, but their fighters are useless too. As well, over the course of about 50 attacks, my GW Bombers have NOT ONCE done as much damage as projected, on any target.
