Hacking the number of players

I like huge maps and I cannot lie...

Okay, so I posted this in the MP forum, but there are 60 more people in here, so I want to ask you all:

Can I hack the number of players in a hotseat game? I want to load up a hotsteat game with 2 humans, 20 AI, and 28 city states.

Can it be done?

Should be possible or did I miss something, never played MP or hotseat.

You might try to make 3 accounts for yourself and your friend make his one account. Or 2 and 2.
Then you either retire 2 of your players or let the AI run over them...
