Hadrian's adopted father was Marcus Ulpinius Trajanus, beter known as Trajan. He extended the border of the Roman empire further than they had ever been, and when Hadrian took power he realized that the new borders were not defensible. He abandoned the conquered areas in mesopotamia and ordered construction of the wall in Britania. The Picti and Scoti in northern Britain had resisted all efforts to 'romanize' them. Hadrian built the wall as a permanent border. If i'm not mistaken, I believe that the purpose of the wall was not to actually prevent invaders from attacking, but to discourage invasion by making it difficult for raiders to take home anything they stole.
There was another Roman Limes/Wall in northern Britain, built by Antoninus Pius, Hadrians' successor, in AD 142. It marked the frontier of Roman possession in the Southern Uplands (southern Scotland), and stretched from the Firth of Forth to the Firtsh of Clyde (roughly). The territory between Hadrian's and Antoninus' walls had to be given up not much later, though.
