Hardest Cultural Victory on Prince ever

My first culture victory on Prince was with Siam. Small map, Continents, standard time. Game options at default. Siam is definitely a very good civ for pumping out culture. It wasn't diffcult at all, an easy win. Though I didn't get the win until around 2020.

My focus was to have few cities but have as many luxuries as possible within those cities. I had five total cities by end of game. One of my cities was on a small island that was rich in luxuries. It was awesome. I used those luxuries for trading with other civs to keep my cities on "king of the day" mode. I was only at war once. I focused on trying to stay out of war and keep the peace with everyone. I also focused on keeping all culture city-states allied. I didn't mess with any other city-state types only the cultured ones. I had a lot of fun with this game and it was a satifying win. I don't win very often... yet. I'm not an expert civ player by any means.

I am currrently playing a cultural game as india OCC. small pangea with 2 extra civs. (so 8 civs on a small pangea) level 6
I find that I need to focus a lot of energy on growing my population + getting to the next science tech. I am currently in the very late renaissance with Askia to the west (who conquered Japan between us), Mongolia to the North who wiped out mostly wiped out Egypt, Russia to the far east who wiped out monty, rome, and is currently fighting Mongolia (and russia is doing very well). US is also to my immediate west. We both share borders with askia, and askia is fighting both of us and Mongolia.

my early investment in tech is paying off i have rifles against askias longswords, as is hemeji and great wall, but the wall is gonna run out soon.

I think I have one more tree to fill. the new tree structure makes the choices for cultural victory very cookie-cutter since you can only have 1 of order, autocracy, or freedom active. for me it means that the order was: liberty (to get the food/science going), piety, freedom, patronage, and then it was a toss-up between: honor and commerce. I am doing commerce, but I had to think about it.

Any thoughts on general strategy? And can anybody confirm if I need to learn dynamite before the wall comes down? should I put off learning it?

IMO Gandhi is stupid, but i will try to help.
Freedom is better for cultural victory(with fact it boost GP growth and specialists are more better).
Go strait to radio(Broadcast tower and Eiffel tower) because of more culture or go to Telegraph for Cristo Redentor (both ways are good).
You need to have(because you choose Gandhi)2 Maritime and 2 cultural CSs.
That is my tips and strategy :).
