Harriet Tubman's lantern activating even though I don't have it equipped

Just completed a spy activity:

Received a migrant

I do not have the lantern equipped

I've had it happen to me in several games, first time I've been able to capture it though. Will try reporting to Firaxis too. Worth noting I have the lantern unlocked.

Can confirm this myself:

This has been happening in my other sessions as well (they're all Viceroy or Sovereign difficulty, in case that matters), but every time I complete an Espionage Action and am undetected, I get a Migrant at the capital:

Only problem is, I'm not playing as Tubman nor do I have Tubman's Lantern equipped (which I believe is the Memento that awards Migrants this way):

Given that there's a Memento that explicitly covers this effect, I doubt that my Espionage Actions would naturally be awarding me...

This would definitely explain the random migrants I sometimes receive and never understand why.
