Has arty been changed for C3C?

I have noticed that arty bombardments hit their targets more often in C3C than in previous incarnations. Also, a bombardment is now more likely to "injure" a defending unit in a city rather than destroying an improvement. Is there any validity to my theory?
 
Bombers have higher strength (12 now). Artillery has the same strength, but ground bombardment against cities always targets units* while before they did the ol' unit(50%)/improvement(25%)/cit(25%) routine.

*Walls go before units. If Great Wall is involved, then buggy response (from what I've read).
 
If you notice in the editor, artillery also seems to have been flagged with lethal bombardment as a default (it is not in vanilla)
 
Artillery is definitely more effective in C3C IMO. I have not measured the percentages but targets are hit much more often than they were in PTW or vanilla. I loved artillery before this change.

C3C artillery will hit units and all units take losses down to one hit point. After that the city improvements and population can be hit. I have modified tactics slightly because of this change, but it is nice to take a city with bombard support and have lots of improvements still left in there.

I am not sure about the walls going before units. I don't recall that happening but the AI doesn't put up walls that much.
