So if a tile is in the same ring for two cities, the city with the higher culture gets it. But if I have a tile in my ring 4, and their tile is in ring 3 they will get it with 100 culture, is it always 100 culture anytime its in their closer ring?

Just in this case, as "Ring 3" is the 100-culture Ring; the second cultural expansion. The tiles in the third ring are what tiles you would normally get as soon as you reach 100 culture, which gives you your second expansion. Right now, if Constantinople wasn't there, that tile still would not be in Corinth's cultural area (though, because of culture continuity, it would be Greek). Once that tile would be in Corinth's cultural area, it becomes Greek. (Ring 3 is stronger than Ring 4. To get Ring distance, count tiles between the city and that tile. One tile N, S, E or W counts as 1.5 tiles, one tile NE, SE, NW or SW counts as 1 tile. Round down.)

Yeah that happens all the time. I thionk the first city gets to keep square form, while the new city gets only a lil bit. Hope it makes sense.
