Having aquatic city fire on other city via mass driver causes invulnerability.

Equipping an aquatic city with the Mass Driver wonder to allow it to fire upon other cities results in the attack animation playing but no damage being dealt. In addition, the targetted city appears to become an invalid target for attacks.

Makes me sad, I was pretty pumped to play NSA like the Death Star.
