Having no ideology in the Modern Era should give a relationship penalty with anyone with an ideology

I feel like its too easy to keep friends with folks who have taken an ideology by just not going into one and send out merchants.

I also feel like it would be more realistic because a lot of the 20th and 21st century ideologies wanted to spread and loathed governments that didn't want to take one on, triggering either wars or espionage.

It would be cool to see the AI build ideological coalitions and try to convince you to join somehow but I don’t think a penalty for not having an ideology really makes historical sense.
