[GS] Having trouble getting TSL to work with Y(n)AEMP [.xml File attached]

As the title indicates, I am having trouble getting my map.xml file to correctly set all my start locations in game on my custom map. Inexplicably certain civs spawn correctly, but most do not. I expect it is either syntax error, overlapping spawns, or something I missed in my ignorance of the process. Any help would be appreciated in directing me towards fixing this. Some things here are deliberately unfinished, like the city naming map for the desired alternate spawns.

you can have only one <DisabledByCivilization> tag per row, I hadn't planned for more than two civs overlapping when I coded that (but should have).

Do you have any idea how I can get around this or any intentions to update the code for that functionality?
 
No idea if I'll have the time to look at that (and then implement it) in the future, but it has already been requested before, and something that I think should be in, so maybe.
