Heal units without having strategic resource

Can a unit that was build using Magnus (without having the strategic resource) heal on the battlefield or at least near the city? Or using a medic?

No, you need to have the resource to be able to heal that unit. It doesn't matter where you got the unit from, or where you get the resource from.

I was excited when I first read about the promotion Black Marketeer, but in this case it seems not to be that useful. Maybe for nuclear weapons.

No problem.

Magnus' Black Marketeer ability is still good in a pinch, since it will allow you to train units that you otherwise wouldn't be able to get, but they'll be ephemeral boons until you can secure their resource. :]

You can heal any unit by pillaging. Even if you don't have the tech or the resource. I healed a Siege unit that requires niter the other day. This, while I wasnt even in that era yet.
I got the unit from a great general ability, which is why I had it early.
