[HELP!] Can't declare war?

Hey, all. I just discovered this mod after hearing about the scenario in BTS. So, last night I downloaded the latest version, patched it with patch C, and installed the media pack.

I've been enjoying the game so far. I played for about three hours as the orc civ (with Jonus whatsisname as their leader). I built some kind of wonder that gave me three hill giants to play with, and I beat some demon dude and got his axe. I'm having a blast.

Well, I'm ready to start sending my hordes of lizardmen and assorted ne'er-do-wells at my neighbors to the east, the Elohim. I had an open borders agreement with them, but the evil woman with the low-cut blouse asked me to cancel it. Since I was about to declare war anyway, I agreed.

However, here's the problem: The game still seems to be treating the Elohim borders as open for me. The foreign advisor screen shows us at peace and with no open borders agreement, yet my units can enter Elohim territory freely. This is both my non-national units (like hill giants) and my national ones. Even worse, I can't attack Elohim units or sack their cities except with the non-national hill giants. And when I try to talk to the Elohim leader (the Gandalf-looking dude), he refuses to speak to me as I've "drifted too far from the light."

Is this a bug, or am I doing something wrong? How do I make the game recognize the fact that I've canceled open borders and want to clobber these guys?

I don't know why you can move units without hidden nationality into his lands without declaring war. Are you sure you aren't at war already? And you're sure you don't have open borders...
Try moving one of your units onto the same tile as one of his.
 
didn't know that trick.
it makes it a really official war declaration or just something like ..'you sneak attacked us?'
 
Thanks for the help. But none of that has worked: We apparently have an infinite open borders pact!

Here's what I did since my last post: I did the ALT+click thing, and the war trumpets sound played. The line between my face and Gandalf's on the diplomacy screen is now red (indicating we are at war). However, none of my units was expelled from his territory, and when I move units to attack his cities, they simply go inside and chill with his. Only my non-national hill giants can attack, and then they can't capture or raze the cities. Add to that that none of my invading armies can raze his improvements. In short, the game officially recognizes that we're at war, but it treats us as if we still have open borders.

So, er. Ahem. Yeah.

I was totally in the low-cut-blouse woman's territory and not in Gandalf's lands. He he. I feel really stupid now. :blush:

I think it's because the game assigned her color as white, and I just assumed that the old dude in his white robes would have been white. In regular Civ, I know what cities belong to what civ based on their names, but in this mod, all the names are meaningless to me at this point. Lesson learned. :)

Took this from some color analysis page and I think it matches Elohim perfectly:
