I have a problem with a scenario I am creating. When a civ captures a city, the capturing civ receives all the money from the treasury of the civ which lost the city! That's right - every last cent! This is not confined to any one civ.
Has anyone had this problem and found the solution (other than using extensive changemoney events to limit the amount)?
