Help - changing money when city captured

I have a problem with a scenario I am creating. When a civ captures a city, the capturing civ receives all the money from the treasury of the civ which lost the city! That's right - every last cent! This is not confined to any one civ.
Has anyone had this problem and found the solution (other than using extensive changemoney events to limit the amount)?
 
I've had this problem too which seemed to occur only on turn 1. I wasn't able to solve it other than by limiting starting gold.
