Help creating a mod

Hello..

is it possible in a easy way to create a mod mod that enables "ban strategic resource" like luxory resource in World congress.. if so, please create one for me

i had this question before in forum but many was not so interested in this thing to have in VP

for me it would be extremely fun to have in game.

or can i edit a text somewhere to change by myself like change Ban "Iron" instead of "silver"


since i don´t know coding i have to rely on people and ask kindly to those who know..

I think this would be possible afaik but maybe poorly handled by the AI.. I have never added any resolutions myself so I'm not sure exactly how it all works but there are a few mods that do.. you might look in in those to see how they went about it.. maybe world congress reformation or I think the old optional part of the global warming mod might have these things
