The coast hugging boats can travel in ocean squares if they are in your culture. Or if they are in another civs culture that you have open borders with. Culture will spread one square into the ocean.
Thanks for that...... its kinda strange though. I thought they couldn't go into ocean coz of high waves and such. how would culture change that? Look at my sig V
