I have iron working, I am roman, I have a city with iron next to with labor assigned to the iron deposit. I even have a mine built on the iron. But no iron, no legion option. Why???
One: You don't have a road connecting the iron to the city you want to build in/ or it's not within the radius of the city, if it's outside the dotted line you have to put a colony on the resource by sending a worker to it and pressing the "b" button.
Two: you don't have "civ-specific units/abilities" clicked on in the options screen when you started the game. Make sure that box is checked otherwise you can't build legionary.
Other than that I can't imagine why you couldn't build them.
It is inside my city radius, i have two cities near the mine and I picked one to control mine. Also, the greeks have hoplites and egyptians have chariots, so I must have civ specific on.
