Help installing a mod with windows 7

I bought a Dell laptop with windows 7 64bit and can play Civ4 BTS ver3.19 just fine. I wanted to play some 40 civ games and went to install the 40 civ mod(http://forums.civfanatics.com/showthread.php?t=234779). I have done this on my desktop(windows XP) and had no problems.

When I use WinRAR to extract the files, this is the error I get;

Reading this message makes me wonder. I'm trying to extract to C:\Program Files (x86)\2K Games\Firaxis Games\Sid Meier's Civilization 4 Complete\Beyond the Sword\Mods

Not to the temporary internet folder as listed in the error message. Very weird.

The only thing I can think of is that it is windows 7 or some stupid Dell software. I'm not famaliar with it, 2 days, and I'm not doing anything different than I did with my desktop.

Is it a security thing? Can anyone help?

I had a similar problem and solved it by creating a new folder called Games in the C drive Avoid the path you've chosen as it creates all sorts of permisson difficulties which this new folder aviods.
My installation path is now c:\games\2k games\sid meier's etc etc and I download all mods to that location - when I run winrar or something similar I download and extract them to the same location and have been playing, more or less, happily ever since.
 
As the above. Install in C:\Games\civ4 if you want to play mods
 
I only just switched to Win 7. I simply copied from the Mod folder on my old laptop to a stick, and from the stick to the Mod folder on the new one. That worked without problems. If necessary, I could download to my old one and repeat.
 
When downloading the mod your'e probably clicking "open", so the file will unzip in the temp folder, you could just click "save", pick a location then right click the file and use the "extract to.." option and unzip it straight into the mod folder.

If you use Firefox as your browser (which you should imo) all files will be downloaded to a different directory by default and will circumvent this permission problem.

Theres no need to change the games install directory to use mods...
