How do you make a military unit institute martial law? I've looked for the command on the order menu for units (when you click on them inside a city) to do this, but I can't find the command. Can someone give me exact instructions on how to make a unit institute martial law.

That works automatically. If you have despotism, monarchy or communism as a government, the first 3 (military) units in each city can automatically make an unhappy citizen content (2 unhappy citizens content under communism).

There is nothing you have to do to institute martial law, except simply put units in your city.

It isn't possible to let more than 3 units institute martial law.

No, not really. It's in effect as long as the unit is in the city. The important is of course to have it in the city at the end of the turn, because happiness only matters during the cycle of cities.

Look at Mercator's post above.:) In some govs, each unit that is in a city will make one(in communism 2) unhappy citizen content, but this only works with max 3 units per city.

This is why it's important to build defence (warrior is enough) early in deity, not because you're afraid of the enemy, but because the city will revolt otherwise once it grows.

So, if I have an unhappy citizen in a city that already has 3 or more military units in it, that mean that if I were to remove all of my military units, I'd have 4 unhappy citizens?

You can check the "happiness" in a city by clicking on the "happy" button in the city screen. This will tell you how many unhappy citizens are being made happy by units (martial law), happiness improvements (ie temples) and wonders and luxuries.

A democracy is the opposit. All units that can impose martial law in the lesser govts. will cause unhappyness in reps and demos. The "processing" is also in the same place. I always found it odd that artillery pieces caused unhappyness, and that they can corect unhappyness. Same thing with missils...

The one caveat with Rep or Dem is that military units will not cause unhappiness if they are "in garrison" - in a city or a fortress within three tiles of a friendly city. I think this is part of the reason the AI puts forts around their cities: when the AI is in Rep or Dem and it needs to send a military unit out of the city to kill a Barb or intruder, it can finish its turn in the fort and not count toward city disorder. Of course, as in all things, they take it to mindless extreme...
