Help me bribe AI leaders into DoW's

I'm pretty weak in diplomacy. Often, I befriend Civs with the hopes of getting them to do my dirty work and declare on one of our neighbors, but they usually refuse. Are there any articles describing the mechanics behind DoW bribes? For example, what conditions are necessary for an AI to declare on another AI at the player's request? Are there certain leaders that simply cannot be bribed into war? Ones for which it is very easy?

Ideally I'd like to know if, say, Shaka will declare if he's Pleased with me and Annoyed at my target.
 
There's a spreadsheet somewhere around here that details exactly what the thresholds are for most leaders, but in general:

NO leader (excepting Catherine, remember this), will DoW on another Civ or you if the attitude status is Friendly. Not even Shaka, nor Tokugawa, nor Aleander.

MOST leaders cannot be bribed into, or will go into war willingly (sans the AP or D-Pact) against other AIs with whom they are pleased with.

If an AI says they couldn't betray their close friends, you're usually SOL on getting them to DoW on an AI for you. The solution: espionage a civic/religious swap to change their attitudes towards each other.

Also, if you're at war against an AI, many AIs can be persuaded to war _with_ you, even if they previously had said they would have nothing to gain or just didn't like you enough. The prices is quite high usually.

Finally, a few AIs are quite the attack dog: Peter, Kublai Khan, Brennus to name a few. These AIs are easy to get to high status via religion + favored civics.

Worst Enemy status also changes things, AIs are more likely to attack other civs whom they consider their Worst Enemy.

Just a clarification - this only applies to bribing a third civ to war against your enemy. A civ can declare war on civ it is friendly towards if it started planning the war when it was not friendly towards that civ.
 
The cost of bribing an AI to attack decreases if you're already at war with the intended target.

Another question. Does the cost of bribing also decrease as you get more friendly with a Civ? For example, will it be cheaper to bribe Shaka to DoW someone if he is Pleased with me vs. Cautious?

Similarly, would it be cheaper to bribe him if he was annoyed at the target rather than cautious, pleased, etc.?
