I've seen people complain of this before, but when I start a game, The AIs only build a capital. Throughout the game they do not expand whatsoever (Not building any settlers). I'm getting quite tired of this. If anyone knows any possible solutions I would appreciate if you tell me :X
I'm playing the original Civilization 4 without any expansions or modifications.

I'm not sure what the problem is as I've never run into that situation. If anything I have a hard time keeping up with the other civs who are expanding like crazy. Occasionally I'll see a civ that gets off to a slow start because they build an early Wonder instead of Settlers, but eventually they start to catch up. Perhaps there's a problem with your game, maybe you should try reinstalling it. You should also consider getting BtS, you'll never run into that problem then. The AI is much better at expanding it's empires with that XP. You'll probably be wishing they would slow down in fact.

I've never seen that sort of thing happening even with vanilla. The AI has always expanded. Which kind of indicates that there might be something wrong with your game. Though Yared's point might have something to do with it as well. Try upping the difficulty and see if that changes things.

I just played a settler game (I was trying to improve my specialist economy skills without having to worry about stupid AIs) and some of them didn't expand until 0 ad or something
