Help with scenarios

After using the World Builder thing and creating a map for a scenario, I've been able to load the map and the on the set up game screen I can load the scenario, but it doesn't work! The map is fine, but when I try loading the scenario none of the cities I placed beforehand were there, neither was the starting techs and policies I set up present.

Is there anything I might've done wrong?

Yes, like I said, I can load the map and/or the scenario, but loading the scenario doesn't do anything different than trying to load the map.
