Help with starting locations in WorldBuilder

I'm having trouble with my new map. I placed starting locations for each civilization. However, they never start where I place the starting locations. For example, I place Japan's start on Honshu on an Earth map. Instead, Japan will start somewhere else, such as Mongolia's starting position.

Is there any way to fix this?

I use it through the "MODS" option on the main menu.
