Yes, the AI usually does that. The trick is to acquire tech by other means. One way is to increase your percentage of taxes and use the money to buy tech. Another way is the warmongering path. Attack a neighbour and take most of his cities, then demand all their tech in exchange for peace. And once you establish land/sea routes to other civs, you can always start trading your excess luxuries for tech.

The game AI defaults to Regent level. If you want to improve your odds you can always increase the AI's level, but then you might as well stay at Regent level.
My first suggestion is to check out the Strategy and Tips Forum. There is a lot of good info here.
Next, have a look at the Succession Games Forum. Especially some of the "Training Day" games. (There are/were a couple aimed at Emperor level.)
One thing to remember: you will not beat the AI to tech during the Ancient Age on higher levels. It (almost) can't be done. As Mr. Spice suggested, let the AI research the tech for you. Then trade for it, or take it by force.
