I downloaded a mod called world war II european front and i extracted the folder with winrar then i put it with its biq file into the 2nd conquests folder where all the other conquests are but it doesn't work. When i start civ 3 compltete edition (from steam) and then open "conquests" all the other conquests are there exept the ww2 one. i tryed other ways but it doesn't work anyway. Please help

Mods should usually be put in .../Conquests/Scenarios/, rather than .../Conquests/Conquests/. This ensures that (if the mod-maker has set a specific path for any new files in the .biq), then the game .exe will know where to look for them.

Once you've moved the mod-folder and .biq across, to start a game using that mod, you'd select 'Civ-Content' on the start-screen, not 'Conquests' (you can get to the multiplayer (MP) versions of the Firaxis Conquests via Civ-Content as well).

i did what you said but it is still not working. i put it into the conquests\scenario map but nothing changed

You moved the whole mod across, i.e. the mod-folder plus the .biq? If so, you should now be able to see the .biq in the 'Civ-Content' menu.

If you can't, then do you have Admin privileges and/or is the game running as Admin? Admittedly I don't have the Steam version of C3C, but AFAIK, the ...\SteamApps\ directory — including the Civ III subdirectory — is usually added to the protected C:\ProgramFiles(x86)\ directory by default. Without Admin, it's therefore possible that the mod may actually have been Virtual-Stored on your machine, rather than being added to the 'real' game directory: if that's the case, the game .exe still might not be able to 'see' the mod.

Spoiler :
Civ III was first released in 2001, when many users were stil running Win98, so its code did not (need to) take Virtual-Storage into account at the time (because WinVista wasn't released until 2007). This can cause all sorts of problems under newer Win-versions when users want to modify — or add to — the game-files.
If the above still doesn't help, you could try reposting this question in (or asking a Moderator to move this thread to) the "Creation & Customisation" subforum.

Including a screenshot of your current Civ III directory structure(s) would probably be useful as well.
