Do the bonus for these 2 stack?
 
You can also run Theocracy for another 2 XP for units produced in a city with your state religion.

i run both vassalege and theocracy when i start producing units for war. Otherwise i run Organize religion for the 25% discount in buildings.

Police State (25% production bonus) or Universal Sufferage (+1 per village). I have a lot of villages as i don't built farms. I supplement farms with Sushi Co for food production.
 
It depends.
It is likely that your major production centres will benefit from the 25% more than the 1 hammer per town. But if you are relying on production from your commerce cities as well, then it may well be different.
Also consider the other benefits of each civic: would you make use of rush-buying, or do you already face heavy war weariness and are you going to need anarchy switching civics now or later (during the war to fight war weariness or after as you don't need it)?

Don't forget about the -50% war unhappiness with Police State, either. If you're in an elongated period of war, having several unhappy cities can mess with your production/economy a whole lot.
 
Personally I wouldn't mix military academy and heroic epic. The reason is that at some point, most of my military unit production cities will already build units in 1, 2 sometimes 3 turns depending on the units. Putting both togheter might not even make a 2 turns unit being built in one, so the GG is basically wasted. I always settle GGs, usually all inside the same city to build super units, most of the time that city gets Ironworks and Westpoint. I also always make the Pentagon a priority. So, 5-6 GGs + WP + barracks + drydocks lets me run pacifism to get GGP bonus and bureaucracy to spam wonders. By the time I reach industrial or modern age, I can build new units with 17, 20 exp points, and 24 in the case of ships with drydocks. This makes some serious missile carriers. Heroic Epic is put in a city that needs about 5-6 turn per unit, usually a medium production city that can decently build units with HE and wouldn't be used for anything better than wealth otherwise.

You are sacrifying efficiency.
It's a percent-based bonus, so a good base-production is necessary to work effieciently.
That said, a good early HE city is better than a late perfect one.
 
In fact, I use HE for medieval-riflemen units. After that it becomes irrelevant because I build most of my important units into my wp ironworks city, and tons of artillery, transports in other cities.
 
If you have a killer economy, Universal Sufferage is a great war-monger civic. I was able to kick out Cavalry each turn for 30 turns, while only losing 200 gold. Then again, Police State is a nice civic, with it's 50% less War Weariness.
